It all started with an interview with Mikhail Kizlyk, head of the Moscow data center. He stated that modern cameras have long reached a new level of accuracy – the error is only about 1 km/h. This means that, technically speaking, the system is ready to record the excess almost "to zero". Moreover, it was said that theoretically the threshold can be lowered to 2-3 km/h.
The State Duma quickly made it clear that the idea of lowering the threshold was not even being considered. Vyacheslav Volodin bluntly stated that such an initiative would not be supported, and it would be pointless to raise it now.
The Ministry of Transport also joined in. They also clearly stated their position: it is impractical to lower the non-fined threshold, and they did not even receive any specific proposals on this issue.
